What is SABER?

State Action on Business Enabling Reforms (SABER) is a new government program designed to accelerate the implementation of critical actions that improve the business enabling environment across States and the Federal Capital Territory (FCT). 

The SABER program will build on the successes of the Presidential Enabling Business Environment Council (PEBEC), as well as State Fiscal Transparency, Accountability and Sustainability (SFTAS) Program. It seeks to incentivise and strengthen the implementation of business enabling reforms covering Land Administration, Regulatory Framework for Private Investment in Fiber Optics Infrastructure, Public Private Partnership and Investment Promotion Frameworks, Tax Administration and the Business Enabling Regulatory Environment.
